The Citizen caliber 8200 is appears to basically be Citizen’s branded version of the Miyota (owned by Citizen) caliber 8205. You can learn more about that caliber and see for yourself here.
Hacking Seconds Hand:
As with the Miyota 82XX calibres, the Citizen branded 8200A is possible with and without hacking. Citizen actually acknowledges this in the current instruction manual distributed with 82XX and 83XX powered watches (albeit in almost the last page, and practically in the last sentence):
“Second hand stop function (Applicable models only)” -Citizen Instruction Manual, Model No.NK0*・NK5* CTZ-B8205 Cal.82**・83**・41** (page 27)
The key phrase here being applicable models only.
